A brief, genuine history
 

The text traces back to a passage from Cicero's De Finibus Bonorum et Malorum,
      written around 45 BC. A sixteenth-century typesetter scrambled a section of it to make
      specimen text for a type sample book, and it stuck — the same garbled Latin has been the
      default filler text in printing and, later, web design, for centuries since. "Lorem ipsum"
      itself isn't even a real Latin phrase; it's a fragment left over from cutting the middle out
      of the word "dolorem" (pain, suffering) in the original passage.

It's deliberately meaningless — the point is text that looks and reads like real prose (natural word lengths, punctuation, sentence rhythm) without the reader's eye latching onto actual content, so you can judge how a layout looks with realistic-feeling copy in place.
 
 Why use Lorem Ipsum instead of just typing random text? 
Because real language has a natural distribution of word and sentence lengths that random text or repeated placeholder words don't reproduce well — a paragraph of Lorem Ipsum sits and wraps the way real body copy will, which matters when you're judging a layout, not the words themselves.
 
 Does it always start with "Lorem ipsum dolor sit amet"?
